Loyce Carl Bailey of The Woodlands (Houston), Texas, passed away peacefully on February 7, 2023, of
natural causes. He was 86.
Carl was born October 24, 1936, in Buncombe, North Carolina. A Graduate of Colorado State University
with a bachelor's degree in accounting, he enjoyed a successful career as Comptroller of the South Pacific
Region for Gulf Oil and Chevron (which acquired Gulf in 1984) while living in Brisbane, Australia;
Caracas, Venezuela; and Port Moresby, Papua New Guinea.
Carl married his junior high school sweetheart, Wilma "Willy" Grace Lamont, in 1956. They raised two
children together, Harold "Chandler" Carl Bailey and Rebecca Ann "Becky" (Bailey) Deveraux.
Carl lived an active, full life. He traveled the world, served his country in the US Army, and was a small-
engine pilot, an avid golfer, and a tennis enthusiast.
Carl was preceded in death by his father, Carl Martin Bailey, his mother Arabella Rebecca (Owenby)
Bailey, his sister Mary Frances (Bailey) Rogers, and his wife Wilma "Willy" Grace (Lamont) Bailey.
Carl is survived by his son, Harold "Chandler" Carl Bailey, his daughter Rebecca Ann "Becky" (Bailey)
Deveraux, and his grandchildren Daniel Robert "DJ" Hoopingarner Jr. and Alexah Mason Hoopingarner.
The family would like to acknowledge Carl's dear friends, Sherry and Vic Copeland, for their tremendous
love and friendship.
A private celebration of life will be held in Carl's honor at City Park in Fort Collins, Colorado on July 15, 2023.
